Actually--might be good to know, you said some of it is state land? If it's DCR or something it's probably also held for conservation and should be protected that way in addition to through the WPA and local wetlands ordinance. It's possible that the state was not collaborating and wouldn't look kindly on this. Do you know what parcel it was and what the agency is that owned it?
